Fix for RelayALERT hour file parsing
In rare cases hour files from Balfour Beatty RelayALERT loggers contained millisecond values grater than 3 digits such as "21:29:02.1000" which failed validation during import. A fix has been applied to allow this specific case, timestamps in this format will be computed as the next second, for example "21:29:02.1000" will be computed as "21:29:03.000".
Feedback on Invalid hour files
The message log will now contain a comment explaining the reason when an invalid hour file is downloaded, this may help diagnose potential issues with the data logger.

All site event playback pages should load significantly faster

The 4-aspect signal creation dialog should now have the correct channel labels.
Client bandwidth reduction
Centrix should send far fewer messages to both the HTML and flash clients, reducing their data usage.
Improvements to HTML logger interface
The RDAQ logger pages should now use all available screen space
