GPRS RasDial function call can time out. This prevents the logger getting stuck in call.

5.2.1 Startup and shutdown messages now go into RailDAQ queue
Shutdown: sleep 1ms lets other threads to run and finish activities.
GPRS: bugfix: CREG wait had an infinite loop when registration failed
SNTP: bugfix: now waits 60 sec in a loop instead of 60*60 secs!
