VT1 Vane Relay
The 4-20 mA analogue output re-scaled:

This was to give a better signal-to-noise ratio on the 4-20mA output. A vane relay must never generate negative torque. To do so would imply a very short-time transient event, incorrect installation of the VTi21 or catastrophic failure of the VT1 track circuit.

This means that VTi21 firmware versions may increase even even there is no change. The release notes will continue to indicate which VTi21 variants have changed in each release.
